Portfolio Scope
HCS works where operational issues, infrastructure condition, regulatory obligations and governance responsibilities overlap. Its role is to establish the available evidence, verify conditions where possible, separate immediate actions from matters requiring specialist investigation, and present decisions in a practical sequence.
The portfolio distinguishes current HCS engagements from earlier experience delivered by HCS Principal, Dr Hope Iyamu, in senior infrastructure, environmental and local-government roles. Client identities remain confidential where appropriate, while the assignment context, advisory role and value delivered are stated clearly.
HCS Advisory Pathway
HCS uses a five-stage pathway to connect source information with decisions and implementation. The same pathway applies across environmental governance, infrastructure risk, waste and water operations, and executive advisory work.
01
Evidence
Review records, obligations and available data
SOURCE
02
Verify
Confirm site conditions and operational realities
GROUND TRUTH
03
Assess
Evaluate risk, gaps, priorities and dependencies

Frame options, decision gates and accountabilities

05
Implement
Sequence actions, assurance and investment
DELIVERY
Client Result
A clear evidence base supports accountable decisions and a staged implementation pathway.
The pathway keeps the basis for each recommendation visible. Records and obligations establish the starting point, verification tests that starting point against actual conditions, and the assessment separates urgent risks from longer-term needs before management commits resources.
Portfolio at a Glance
The assignments below cover current HCS work and relevant experience delivered by the HCS Principal in earlier roles. The Basis column distinguishes the two categories.
| Sector | Assignment | Basis | Primary Value |
|---|---|---|---|
| Regional local government | Wastewater, sewer and recycled-water diagnostic | HCS Engagement | Executive roadmap and staged assurance program |
| Regional local government | Landfill compliance recovery and contractor performance | HCS Engagement | Risk-ranked recovery pathway and regulatory response support |
| Major infrastructure owner | Airport development environmental and sustainability advisory | Principal Experience | Governance and approvals advice across a major capital program |
| Regional local government | Wastewater operations and asset planning | Principal Experience | Operational continuity and five-year capital planning |
| Regional local governments | Waste services and landfill governance | Principal Experience | Operational oversight, regulatory compliance and service planning |
Current HCS engagements are profiled below. Earlier assignments are included to demonstrate the principal consultant's depth across major infrastructure, wastewater and waste services.
Selected HCS Project Engagements
The profiles below show how HCS applies the advisory pathway to complex wastewater and landfill assignments. Each profile identifies the client context, challenge, HCS approach, outputs and practical value.
HCS Engagement
Wastewater Infrastructure Diagnostic Review and Executive Roadmap
Sector
Regulated wastewater, sewer network and recycled-water infrastructure — regional local government
Client Challenge
Interdependent and regulated infrastructure required a clearer basis for immediate operational action, specialist investigation, governance improvement and future investment. Available records, observed conditions and regulatory responsibilities needed to be consolidated into one decision framework.
HCS Approach
HCS reviewed available records, verified site conditions, discussed operating practices and assessed the findings through operations, asset, compliance and governance lenses. The analysis separated actions that could proceed immediately from work requiring specialist measurement, design or additional evidence. HCS then set out decision gates, accountable actions and a staged 12-month pathway.
Key Outputs
- Project Execution and Delivery Plan covering scope, governance, communications and quality controls
- Diagnostic Review integrating verified observations, available records, assumptions, risks and evidence gaps
- Executive Roadmap sequencing immediate controls, specialist assurance packages, procurement requirements and management decisions
- Prioritised action register for treatment operations, sewer assets, recycled-water obligations, monitoring and governance
Value Delivered
The client received a clear link between observed conditions and management action. The roadmap distinguished urgent operational controls from specialist investigations and longer-term investment, giving management a more defensible basis for procurement, accountability and regulatory decisions.
HCS Engagement
Landfill Compliance Recovery and Contractor Performance Assurance
Sector
Operational landfill and regulated waste streams — regional local government
Client Challenge
The client required a structured response to regulatory concerns and a credible recovery pathway across landfill operations, licence obligations, waste-stream controls, recordkeeping and contractor performance. The immediate task was to distinguish critical failures from broader improvement needs and convert them into enforceable, time-bound actions.
HCS Approach
HCS reviewed regulatory correspondence, licence conditions, operating records and reported site practices. It mapped obligations, documented gaps, ranked risks, and separated contractor performance from the client's statutory duties. The resulting framework supports transparent decisions on corrective action, escalation and enforcement.
Key Outputs
- Desktop Compliance Review and evidence register
- Regulatory response support and compliance recovery program
- Licence-condition matrix and annual compliance-reporting tracker
- Risk-ranked register of waste-stream, operational and recordkeeping non-conformances
- Contractor performance review identifying priority corrective actions and escalation pathways
Value Delivered
The work consolidated regulatory obligations, site practices and contractor accountabilities into a single recovery framework. It enabled the client to focus first on high-risk issues, demonstrate an organised response to the regulator and engage the contractor with clearer evidence and expectations.
